I'm not sure who the intended audience of this unremarkable book is; the discussion doesn't seem aimed at any audience in particular. I didn't get much out of it because the examples are always anecdotal and non-technical. Yet much of the text is concerned with better software engineering practices, hardly a topic to interest people who are neither programmers nor their managers. In the end, it's hard to say who would find this book of much interest.
